Only 31 lawmakers endorsed Trump’s declarations of adding Nigeria to the list of countries with particular concerns.

He needed at least 51 from their senate to get it done.

To put it into perspective: 31 out of 535 is approximately 5.8% of the total voting membership.

Trump doesn’t need half of the whole Congress (268 votes) to designate Nigeria as a CPC (which he already did with that pronouncements), that’s his call as President. HOWEVER, to implement significant policy changes (like sanctions) tied to the designation, he’d need at least a simple majority in both the House and Senate, or more if facing a veto.

The 31 members are a vocal minority, not a DECISIVE FORCE.
