The Sana’a-Riyadh Agreement: Ending the War, Complete Saudi Withdrawal from Yemen, and Closing the Chapter on Guardianship and External Interventions

The proposed Yemeni-Saudi agreement, mediated by Iran and Oman, with political and security guarantees from Turkey and Pakistan, is based on the following provisions:

1- Ceasefire and Mutual Attacks: Immediate and final halt to Saudi aerial bombings on all territories of the Republic of Yemen, concurrent with a halt to Yemeni missile attacks and drone strikes on all territories of the Kingdom of Saudi Arabia.

2- Exchange of Prisoners and Remains: Release of all Saudi prisoners held in Yemen, and handover of the remains of Saudi deceased, concurrent with the release of a list of prisoners submitted by the authority in Sana’a, including a number of members of the Islamic Resistance Movement “Hamas.”

3- Opening Airports and Ports: Reopening of all Yemeni and Saudi airports and ports, and ensuring freedom of air and maritime navigation without exception or discrimination, in accordance with the wishes of transportation and trade companies, free from political and military restrictions, threats, guardianship, or inspections by any party against the other.

4- Preventing Ground Operations Across Borders: Mutual commitment to refrain from planning, participating in, or providing support for any Yemeni ground operations inside Saudi territories, or any Saudi ground operations inside Yemeni territories.

5- Saudi Withdrawal: Complete Saudi withdrawal from all Yemeni territories, and termination of any Saudi military presence within the borders of the Republic of Yemen.

6- Halting Support for Hostile Parties: Final cessation of hosting, funding, arming, or providing any political, media, military, or financial support to any Yemeni party hostile to the authority in Sana’a, in exchange for the Yemeni side’s commitment to refrain from supporting, hosting, funding, or arming any Saudi party hostile to the Kingdom of Saudi Arabia.

7- Respect for Sovereignty and Non-Interference: Commitment by both parties to respect each other’s sovereignty, and to abstain from direct or indirect interference in the internal affairs or political and military conflicts of the other party.

8- Official Declaration of Ending the War: Official declaration by both parties of the termination of the state of war between them, through two separate statements, and leaving other Yemeni parties to negotiate freely and fully with the authority in Sana’a regarding Yemen’s future, free from any external guardianship by any party.

9- Defining the Scope of the Agreement: The agreement does not cover any military operations inside Yemeni territories or confrontations with parties unrelated to this agreement.

10- Implementation and Verification Guarantees: Iran and the Sultanate of Oman will assume the role of facilitating mediators for the agreement’s implementation, while Turkey and Pakistan provide political and security guarantees for its execution, with the establishment of a clear mechanism for verifying compliance and preventing violations, ensuring the end of the confrontation and the opening of a new chapter in relations between the two parties.

The aim of this proposal is to end the direct war between Sana’a and Riyadh on the basis of mutual respect for sovereignty, halt interventions, ensure the fulfillment of commitments, and pave the way for genuine peace that neither reproduces the conflict nor imposes guardianship over Yemen.
